July 3, 2025 | By Lisa Scagliotti

Updates July 8

  • Duxbury Main Street will be paved on Wednesday, July 9. The street will remain open during the work with flaggers present to direct one-way traffic.

  • Fayston Road Crew will be replacing and upsizing a culvert at 182 Boyce Hill Road on Wednesday, July 9. The road will be closed to all traffic from 9 to 11 a.m.

July 7 Updates

  • A culvert project in Fayston happening on Tuesday, July 8, was added below.

  • Kneeland Flats Road is busy this week. In addition to paving on Monday-Tuesday (as noted below), the road will be CLOSED on Wednesday, July 9, for a culvert replacement near the driveway at 31 Kneeland Flats. This is just above the intersection with Guptil Road in the stretch known as Hoffman Hill. The closure should last from 8 a.m. to 2 p.m. No through traffic will be allowed. Motorists should seek alternate routes using Shaw Mansion, Perry Hill or Ripley Roads.

Weekly Road Work reports are assembled with information from the Vermont Agency of Transportation on projects in the region, the Waterbury Public Works Department, and other local highway departments for projects in Waterbury and neighboring communities as necessary.

Motorists are reminded to drive with caution through work zones and to follow posted speed limits. Speeding fines are doubled in work areas.

WATERBURY

Stowe Street bridge project

Work to replace the former Stowe Street bridge over the Thatcher Brook near Vermont Route 100 and Blush Hill Road continues. The 60-day road closure for the new bridge construction project runs into mid-August.

Once the old structure was removed, work last week proceeded with removing old concrete footings and prep the site for new footings for the replacement bridge. This week, the crew will work to install the cofferdam at Abutment 2 and continue excavating below the channel for new footings.

During this construction period, motorists may get to Stowe Street from Main Street, Union Street, Railroad Street and Lincoln Street.

The Lincoln Street Park and Ride lot is closed, with a temporary lot available downtown at the State Office Complex along Park Row at the end of Randall Street. Commuter buses also are using that lot, with the Rural Community Transit buses also stopping at Shaw’s on Rt. 100.

The town is providing shuttle service around the bridge closure for local residents who rely on it for pedestrian access to Vermont Route 100. Contact Town Manager Tom Leitz to arrange for that transportation (802-244-4300 or tleitz@waterburyvt.com).

An additional closure of Lincoln Street will happen for up to 21 days when sections of the new bridge will be prepared for installation. That is not expected until late July or early August, according to project officials. More details on that will be announced closer to when that will take place.

Kneeland Flats Road

  • Monday-Tuesday: Paving on Kneeland Flats Road is scheduled to be completed on Monday and Tuesday, July 7-8, according to Waterbury Public Works Director Bill Woodruff. The work is weather dependent, however, and could be delayed should conditions not be suitable on those days. Motorists should expect traffic delays. Seek alternate routes if possible.

  • Wednesday: Kneeland Flats Road also will be CLOSED on Wednesday, July 9, for a culvert replacement near the driveway at 31 Kneeland Flats. This is just above the intersection with Guptil Road in the stretch known as Hoffman Hill. The closure is expected to last from 8 a.m. to 2 p.m. No through traffic will be allowed. Motorists should seek alternate routes using Shaw Mansion, Perry Hill or Ripley Roads.

Other projects around town

  • Woodruff said town road crews this week also will be working on repairs and maintenance to catch basins on Bidwell Lane for several days.

  • Grading and ditching work will be taking place on various roads.

  • A sewer line will be under repair on East Street.

DUXBURY

Town officials on Tuesday, July 8, announced that Main Street in Duxbury will be paved on Wednesday, July 9. The street will remain open during the work with flaggers present to direct one-way traffic. This is expected to be a one-day project.

FAYSTON

  • On Monday, Fayston town officials announced that the Fayston Road Crew will be conducting culvert work at the triangle of North Fayston/Center Fayston Road, Sharpshooter Road, and Big Basin Road on Tuesday, July 8. The road foreman confirms that there will be no full road closures during this time. However, residents should expect delays in the area. The crew will wait to begin work until after 8:30 a.m. to avoid morning traffic, officials said.

  • On Wednesday from 9 to 11 a.m., the road crew will be replacing and upsizing a culvert at 182 Boyce Hill Road. The road will be closed to all traffic during this time.

Motorists are reminded to allow extra travel time and to drive with caution in work zones.

RICHMOND

The bridge replacement project on U.S. 2 in Richmond, which has impacted travel on Interstate 89 in Richmond and on U.S. 2, is winding down. The latest VTrans update says that no work is expected this week as the project is shut down for several weeks with the contractor working elsewhere.

Interstate 89: Montpelier-Waterbury southbound

Work on this major Interstate 89 resurfacing project is underway. Motorists should expect major delays due to southbound lane closures between Exit 10 Waterbury/Stowe to Exit 8 Montpelier. The speed limit is reduced to 55 mph and speeding fines are doubled.

In recent days, the process to remove a depth of 5 inches of pavement has begun between Waterbury and Montpelier (Mile Markers 63.5 south to 58.5).

Paving also has begun to apply a leveling intermediate surface, according to the latest project update.

The southbound passing lane in this work zone is closed to traffic. Motorists should expect uneven lanes and a milled surface in the travel lane.

The following work is scheduled starting on Monday, July 7, through Friday, July 11, between 5:30 a.m. and 6:30 p.m.:

  • Continue the 5-inch-deep milling of the passing lane.

  • Weather permitting, continue installing the leveling and intermediate course of pavement after the milling process.

  • Weather permitting, installation of temporary pavement markings.

  • Begin shoulder clean-up work.

This is a two-year, 10.5-mile resurfacing project to rebuild both travel lanes. The project is anticipated to last through this construction season and next summer, with completion targeted by Aug. 15, 2026, according to the Vermont Agency of Transportation.
